Why is the board paying DRF $83,687.00 for nothing?

The old board filed a lawsuit against DRF, a company that was hired to install a water main for the complex.  As everyone knows, no such water main was ever installed.

Way back in about 2014, the association paid a deposit of approximately $88,000 to DRF for water main installation.  Since DRF couldn’t get permits, did NO work, didn’t order any materials, the old board sued DRF to get its deposit back.  Now, new board comes into power and agrees to pay an additional $83,687 to DRF. Why?  The drawings and paperwork was not approved.  Now the board is paying for worthless documents?  Homeowners are on the hook for approximately $171,000 for what?  What are these fools doing?  Why are we not getting our initial deposit returned?  Under what logic did the board agree to pay for work and materials that never were provided?
